Statement on Housing Progress During Special Legislative Session

“It is encouraging to see Governor Lamont and state lawmakers prioritize housing during the special session, with both HB 8002 and HB 8003.
By loosening certain zoning restrictions and incentivizing housing development, HB 8002 represents a step forward, and we thank the state legislators who negotiated to deliver it. Still, by replacing accountability with voluntary opt-ins, the bill invites but does not guarantee progress. At a time when homelessness is skyrocketing, HB 8002 leaves power in the hands of local communities to permit or deny new homes. Towns will need to act in order to deliver on the hopeful promise of the bill and ensure everyone in Connecticut has a safe, affordable place to live.
At the same time, we are heartened by the inclusion of HB 8003, which authorizes the release of Budget Reserve Fund dollars to the Office of Policy and Management to offset potential federal cuts to housing assistance. This funding is essential to Connecticut residents who rely on these services to maintain a safe place to live, and this legislation represents a critical investment in stability and a commitment to keeping people housed.”
